The nominee may have rendered service or assistance at considerable personal sacrifice and inconvenience that was motivated by patriotism, good citizenship and/or a sense of public responsibility. This award is generally reserved for those with a direct working relationship with senior officials in the Federal government (e.g. DNI, heads of IC elements)
